Project Overview

This project developed a standardised Climate Risk Index (CRI) for 47 municipalities, providing a consistent framework for comparing and prioritising climate adaptation investment across a national programme. The CRI integrates hazard, exposure, sensitivity and adaptive capacity dimensions into a single composite score.

Index Methodology

The CRI was constructed using a weighted multi-criteria framework following IPCC AR5 risk concepts. Indicators were selected based on data availability, scientific robustness and policy relevance, with weights determined through expert consultation and stakeholder workshops.

Hazards Covered

Flood, drought, extreme heat, wildfire, landslide, soil erosion, coastal erosion and sea level rise — each scored separately before aggregation into the composite index.

Applications

The CRI was used to prioritise municipalities for adaptation funding, design targeted support programmes for high-risk areas and develop Local Adaptation Action Plans (LAAPs) for the most vulnerable communities.
